Brief: This report outlines a framework for creating ecosystems to support reentry initiatives and build safe, thriving communities. Based on research with organizations and stakeholders in Colorado and Michigan— including community groups, corrections departments, formerly incarcerated individuals, and foundations— it highlights three key principles: redirecting public investments to local people and organizations, strengthening community group capacities, and targeting investments in specific local areas.
